Arshaluys Harutyunyan was born in 1977. on January 26, in Potsdam, Germany. In 1998 graduated from Zaven Tantintsyan's studio of acting department of Yerevan State Institute of Theater and Cinema. He went on stage for the first time at the age of 7, under the direction of Khoren Abrahamyan, V. Leninakan. At the Achemyan Drama Theater. He acted as an actor in more than 40 plays and films.
